BACKGROUND
The Global Environment Facility (GEF) and the United Nations Development Programme (UNDP) are working with the Nigeria Government to implement a climate change mitigation project titled “Derisking Sustainable Off-grid Lighting Solutions” in Nigeria.
The overall objective of this project is to develop a private sector-led technology value for making off-grid renewable energy technologies, such as solar lanterns and solar home systems, available to base-of-pyramid rural households who would not be electrified at least until after 2025.
The project rationale is underpinned by a novel approach to derisk private sector investments in the market for rural decentralised renewable energy access. This will be achieved through three outcomes: (i) putting in place appropriate policies, programmes and regulations that address policy, awareness and financial barriers to facilitate investment in sustainable off-grid lighting solutions and corresponding business models; (ii) off-grid lighting providers are operating and have access to working capital and equipment; and (iii) good practices, lessons learned, market assessments, demand-supply surveys, delivery models and business models are documented to support replication and scaling-up of project results.
In light of the foregoing, GEF UNDP Derisking Programme would like to receive Expression of Interest (EOI) for the services of:

TERMS OF REFERENCE
1 Market Intelligence Specialist
1.1 Duties and Responsibility of Market Intelligence Specialist
1. Gather baseline data for establishing energy demand needs of rural communities in 12 States (2 in each of the 6 geo-political zones in Nigeria)
2. In collaboration with the Project Management Unit (PMU), design a template for the analysis of the scale and scope of market for off-grid solar technologies in each of the 12 selected rural communities
3. Conduct analysis and map out the profile of communities in terms of economic activities, credit worthiness and willingness to pay using the programme’s gender-differentiated approach.
4. Assess power demand using the data collected
5. Based on the outputs, recommend most appropriate energy solutions and technologies to cater for market demand in the selected rural communities
6. Provide geographic information regarding security risks on each of the 12 selected rural communities

1.3 Required Skills and Experience
• An advanced university degree (Masters or equivalent) in Business, Marketing, Statistics, Economics, or a related field.
• At least 10 years of relevant work experience across market & business intelligence covering relevant topics such as financial structuring, pricing, and competitive analysis.
• Past experience in working with the UN, and UNDP in particular international organizations, and similar agencies would be an advantage.
• Clear understanding of the development process in Nigeria.
• Previous experience in conducting similar surveys in the off-grid space.
• Familiarity with competitive analytical tools for market intelligence.

2 Off-Grid RET (Renewable Energy Technology) Specialist
2.1 Duties and Responsibility of Off-Grid RET (Renewable Energy Technology) Specialist
1. Support the International off-grid RET MRV Expert to develop a MRV system for tracking GHG emission reductions from off-grid RETs.
2. Conduct annual measurements of GHG emission reductions accruing from investments in off-grid RETs in the 12 communities across six (6) geopolitical zones.
3. Verify, report and document annual GHG emission reductions investigations
4. Develop and operationalize an MRV system for tracking GHG emission reductions for off-grid RETs.

2.3 Required Skills and Experience
• An advanced university degree (Masters or equivalent) in Renewable Energy, Electrical Engineering, Environmental Management or a related field.
• At least 10 years of relevant work experience in studies relating to MRV system for tracking GHG emission reductions for off-grid RETs.
• Past experience in working with the UN, and UNDP in particular international organizations, and similar agencies would be an advantage.
• Clear understanding of the GHG emission in Nigeria.
• Previous experience in conducting similar assignment.
• Familiarity with competitive analytical tools for MRV systems.

3 Off-Grid RET (Renewable Energy Technology) Expert (Training and Sensitization)
3.1 Duties and Responsibility of Off-Grid RET (Renewable Energy Technology) Expert (Training and Sensitization)
1. Carrying out gender-differentiated awareness needs of rural communities.
2. Carrying Training of Trainers course for 120 trainers.
3. Prepare training materials for sensitization of rural household training.
4. Monitoring of changing information needs of communities with changes in market dynamics.
5. Report on information needs of rural communities on off-grid RETs.
3.2 TIMELINE

3.3 Required Skills and Experience
• An advanced university degree (Masters or equivalent) in Public Relations, Marketing, Development Economics, or a related field.
• At least 10 years of relevant work experience in advocacy with respect to gender inclusivity, and development within rural communities.
• PhD degree would be an added advantage.
• Past experience in working with the UN, and UNDP in particular, international organizations, and similar agencies would be an advantage.
• Clear understanding of the development process in Nigeria.
• Previous experience in conducting similar survey.
• Familiarity with competitive analytical tools for market intelligence.
DELIVERABLES AND REPORTING
The consultant shall work with the Project Management Unit (PMU) to ensure the successful and timely completion study in accordance with objectives, schedule and planned budget.
